When attempting to run Participation Process: Compensation Workbench, the following error occurs:

ORA-01422: exact fetch returns more than requested number of rows
Calling cwb_eval_ptnl_per_for_ler.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1) Go to US Super HRMS Manager Responsibility.
2) Setup the Compensation Workbench Process for the Year 2017.
3) Run the concurrent request "Participation Process: Compensation Workbench".
     Error occurs.
