Updating a Shipment with Non-Freighted Stops Via an ActualShipment XML Results in the Source and Destination Location Being Removed from the Shipment (Doc ID 1503121.1)

Symptoms

 When attempting to send in an ActualShipment XML that updates a shipment that has stops without any Ship Units assigned,  the following issue is seen.

 -- Issue
Location Data and information is removed from the shipment. This includes the "Source Location", "Destination Location" and "Num Stops"

 -- Expected Behavior
Expect that Location data or any information is not removed when sending in the shipment actuals.

 -- What is working
Transmission is processed successfully

 -- Steps
The issue can be reproduced at will with the following steps.

1. Create a Shipment that has no Ship Units assigned (This might be a Ground Schedule, SAW or Manually created shipment, for example)
2. Navigate to Business Process and Automation > Integration > Integration Manager > Upload an XML/CSV Transmission and upload an ActualShipment XML that has stop related data
3. Navigate to Shipment Management > Shipment Management > Buy Shipments and search for your shipment <NUMBER>
4. You will see that the other provided Shipment information is updated correctly, but then when checking the Stops, the non-freighted stops are removed.
