Patterns Not Acheived in Pattern Based Load Configuration

Symptoms
Pattern Based Load Configuration is configured with appropriate Loading Patterns on the Ship Unit Specification (for example: STANDING NESTED). When the shipment is created, the Load Configuration is viewed and found that the desired pattern is not achieved (for example, not nested). Instead the Ship Units are placed all in a single row as if they were independent placements.
This only occurs for orders with separate ship units (i.e. ship unit count of 1). If the Ship Units were consolidated into a single Ship Unit with Count > 0, the nesting DOES occur.
