Parameter MULTISTOP FAVOR SAME SHIP WITH GROUP is Placing Order Together With the Same Ship With Group but it is not Planing Other Orders on the Shimpent in the Available Space.

ACTUAL BEHAVIOR
---------------
When planning with MULTISTOP FAVOR SAME SHIP WITH GROUP set to TRUE Orders with Leg Classification set with Ship With Group are expected to be placed on the same Shipment and if there is any space other orders with out the same group ID should be placed on the shipment. This is not happening and only Orders with the same Ship With Group are being planned onto the same shipment.
STEPS

The issue can be reproduced at will with the following steps:
1. Log onto OTM.
2. Create three Orders, where two have the Leg Classification set with Ship With Group to be the same.
3. Plan the Orders and note the order with out the constrain is not planned onto the same shipment, although there is space.
