Symptoms

Second refunds were failing.
<Patch 12846670>:R12.IBY.B from Note 1365977.1 was applied

Second refunds are still failing with the following error:

l_response_rec.Result_Code: IBY_204460
l_response_rec.Result_Category: DUPLICATE_REQUEST
l_response_rec.Result_message : Duplicate transaction. Transaction has previously completed successfully.
