Viewing Concurrent Requests Output or Log file via the Browser ( FNDWRR) Gives : Error connecting to database dbname: ORA- (11699424, or similar high number on Windows) (Doc ID 1507552.1)

Symptoms

On Windows platform viewing concurrent requests output or log file via the browser ( FNDWRR) throws the error 'Error connecting to database dbname: ORA-11700088',  after upgrading to Release 12.1.1
The ORA error is not always the same, sometimes the error is 'Error connecting to database dbname: ORA-11699424'
In fact, the error seems to be a random ORA- error.

The browser via FNDWRR fails, but the internal viewer does not generate any error and shows the output.

Note : To use the internal viewer instead of the browser you should set the profile 'Viewer: Text' as blank, log-out and log-in again.

Viewing the output via the internal viewer and then using the Tools/copy functionality does not work.
The Tools/copy functionality also fails with the error :
Error connecting to database dbname: ORA-11699392
