FND_USER_PKG Invalid After Patch 10024223 (Doc ID 1511167.1)

Symptoms

In the autopatch log the following errors appear:

AutoPatch warning:
 Product Data File
 <DIR>/oracle/<SID>/apps/apps_st/appl/admin/zsaprod.txt
 does not exist for product "zsa".
This product is registered in the database but the
above file does not exist in APPL_TOP. The product
will be ignored without error.

AutoPatch warning:
 Product Data File
 <DIR>/oracle/<SID>/apps/apps_st/appl/admin/jtsprod.txt
 does not exist for product "jts".
This product is registered in the database but the
above file does not exist in APPL_TOP. The product
will be ignored without error.

WARNING: Unable to load metadata entry from zip file <DIR>/oracle/<SID>/apps/tech_st/10.1.2/forms/java/frmall.jar
Cause: Error while trying to read metadata from file <DIR>/oracle/<SID>/apps/tech_st/10.1.2/forms/java/frmall.jar: No metadata entry META-INF/JRIMETA.DAT found

WARNING: The following path(s), defined in <DIR>/oracle/<SID>/apps/apps_st/appl/fnd/12.0.0/java/make/fndjar.dep as elements of the output file fndaol.jar, could not be found in any area:
  oracle/apps/media/ieu_menu_drop
  oracle/apps/media/ieu_status_error
  oracle/apps/media/ieu_status_info


When the user attempts to compile fnd_user_pkg she gets the following error:

PACKAGE BODY APPS.FND_USER_PKG On line: 5096
PL/SQL: ORA-00904: "SECURITY_GROUP_ID": invalid identifier

The issue has the following business impact:

Due to this issue, users cannot delete old data.
Customer has been waiting approximately 2 years for the patch release and to be PIPA compliant.
