Close Discrete Job Ends With Error and Reports Pending Transactions Even Though There Do Not Appear to be any Pending Transactions for the Job (Doc ID 1516429.1)

Symptoms

There are six (6) discrete jobs that fail close and remain at status "Failed Close". The issue happens when using either Close Discrete Jobs (SRS) or (Forms).
There are no pending transactions that would inhibit those jobs from closing.
The Close Discrete Jobs program completes with the following error.

1. Responsibility: Work In Process
2. Navigation: Discrete Jobs -> Close Discrete Jobs (SRS) or (Forms)
3. Submit the closure process
4. Program completes with the above error
