Symptoms

On OTM version 6.2.7

ACTUAL BEHAVIOR
---------------
When running a Rate Inquiry (RIQ), an accessorial cost is calculated when it should fail the commodity condition on the rate and therefor not be included.

Also if a Commodity restriction is on a Rate, the rate is used in hte RIQ wehn it should be excluded when the Commodity is not present.

EXPECTED BEHAVIOR

Expect that because the accessorial is related to a specific commodity, not used in the

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Rate and Accessorial that is commodity specific.  Or create a Rate where the Rate is commodity specific.
2. Run a Rate Inquiry (RIQ) for the same source and destination but not the same Commodity.
3. The Rate and Accessorial are returned, the Accessorial should have failed and not been returned.
