Symptoms
The Service Provider Assignment logic (i.e. Carrier Commitment) is not using the correct shipment cost data for determining shipment assignment to service providers when costs were dependent upon drive time (when the rate offering has the Recalculate Cost flag turned on). This results in a shipment being assigned to a more expensive service provider when the non-time-based costs were cheaper for that service provider.
