Why are engineering workflow item types marked as Permanent (PERM) and what is impact of purging the related runtime data?

These types are all marked permanent (PERM):
ENGCRT / Change Workflow Routing
ENGCACT / Change Action
ENGCLACT / Change Action
ENGCSTEP / Change Workflow Routing Step
Have a production performance issue and see a large delay querying workflow data. Want to purge as much of the workflow data as possible to improve performance for users. Reviewing notifications used to take seconds but now takes minutes.
