HVR Insertng Records In MTL_TRANSACTIONS_INTERFACE When There Is An Error (Doc ID 1523772.1)

Symptoms

On : 12.1.3 version, Repair Execution

ACTUAL BEHAVIOR
---------------
When an Issue Transaction is done from the High Volume Repair page - if there is an error or a cancel is done or the quantity to issue is updated and then canceled, it inserts a row into mtl_transactions_interface table.

EXPECTED BEHAVIOR
-----------------------
Expect that no row to be inserted into mtl_transactions_interface table.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do a Material Issue from HVR page -> needing details -> go to details page -> Cancel
2. Update the 'Quantity to issue' field -> then do an issue -> go to details page -> Cancel
3. Then both the 2 canceled records show up in mtl_transactions_interface table Or
4. Instead of canceling - Process the record from Step #2 - the canceled record from step #1 shows up in mtl_transactions_interface table
