Symptoms
On : 12.1.3 version,
When attempting to Release a Pending Batch the following error occurs.
This same error is also got when attempting to transact materials on Batches

in Package GME_RELEASE_BATCH_PVT Procedure RELEASE_BATCH
STEPS
----------
The issue can be reproduced at will with the following steps:
1. Create Batch
2. Release Batch (Actions Release)
3. Receive the mentioned Error.
