Solaris Cluster Timeout Problem with Oracle E-Business Concurrent Manager Resource (Doc ID 1526770.1)

Symptoms

Oracle E-Business Suite (SUNWscebs) managed by Oracle Solaris Cluster (OSC) control failed to re-start concurrent manager after failover caused by network failure.

The following was reported by OSC:

 
Additional symptoms:
If the timeout for 'oebs-cm-res' Resource is increased to 600 seconds, it does eventually start within that timeout period.
Manual failover of Resource Group oebs-rg works fine on both nodes and takes very little time to complete.
