Symptoms

Program BCOPT module: Budgetary Control Optimizer takes a long time to run when submitted from SRS.
Invoice validation which calls BCOPT is also quite slow.
This is running psavapbb.pls 120.49.12010000.26 and also psavapbb.pls 120.49.12010000.28 on two different instances.
