Symptoms
On : 12.1.3 version,
ACTUAL BEHAVIOR

When attempting to create a work order (WO) and link it to a Work Request (WR) through API: EAM_PROCESS_WO_PUB.PROCESS_WO, the APi is running with no error, but the link is not getting created
EXPECTED BEHAVIOR
-----------------------
Expect WR to be linked to the WO
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run script to call EAM_PROCESS_WO_PUB.PROCESS_WO
2. API end successfully, but WO has no linked WR
