Route Instance Leg Region Distance Threshold Not Working

This bug also effects the start distance threshold in the same way as the example for the end distance threshold.
Symptoms
On OTM verison 6.0the following error is seen:L
ERROR:
Route Instance Leg DOES NOT have "Assigned Shipment ID" of your planned shipment. (It is null)
REPLICATION STEPS:
1. An order has rates, itineraries, etc so that it can be planned from A to B or from A to C.
2. Location B is in the "End Region" of a Route Instance Leg and C is NOT of the in the "End Region" of a Route Instance Leg.
3. The Route Instance Leg has an End Distance Threshold larger than the distance from B to C and also has a Time-phased planning window larger than the time from now until the order must ship.
4. Planning the order from A to B shows that the Route Instance Leg has an "Assigned Shipment ID" of your planned shipment.
5. Changing or copying the order to go from A to C, then planning it shows that the Route Instance Leg DOES NOT have "Assigned Shipment ID" of your planned shipment. (It is null)
