Symptoms

12.1 E-Business Suite Template FSGXML: Basic Excel Template (XML Template) has blank values in the column "Preview Format".

Steps to reproduce issue:
1. Navigate to : XML Publisher  Administrator > Home > Templates
2. Search for Name: FSGXML: Basic% and the matching list appears.
3. Click on FSGXML: Basic Excel Template
4. Click on Preview Format drop down list box.

Preview Format List of values is BLANK
