Message "Please Go to Actions Menu And Enter Additional Localization Information" or "clef220dispmsg"appears on Transactions/Invoices form.

EXPECTED BEHAVIOR

Message "Please Go to Actions Menu And Enter Additional Localization Information" or "clef220dispmsg" should not appear on Transactions/Invoices form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) Receivables Superuser > Transactions > Transactions
2. Observe the message as soon as form opens.
