This can occur for both Discoverer 10g and 11g integrated with EBS 11i or Release 12.

Symptoms
In EBS 12.1.3, Discoverer 10.1.2.3(10.1.2.55.26), installed on different nodes.
Running workbooks from EBS page fails with following error.
-This works when running directly from discoverer plus.
-This works from another EBS instance which is installed on the same node as discoverer server

- Empty input (or null input) is not allowed
Steps
--------
Add seeded discoverer viewer function, per Note 1065257.1,
Login to applications as SYSADMIN user,
Select Responsibility "Application Developer"
Click on link to Discoverer Viewer
The reported issue comes up ...
The URL from error page points to discoverer now:
http://<discoverer hostname.domain:port Nr>/discoverer/viewer?Connect=[APPS_SECURE]....
