Actual Shipment Event Doesn't Update Downline Order Movement Operational Time

Symptoms
A shipment event is added to a shipment with downline shipments (e.g. first leg of a two-leg itinerary) to record the actual shipment times. This successfully updates the first shipment's actual time (via an shipment event tracker agent), but the downline Order Movement's Operational Early Time is NOT being updated and remains constrained to the initial planning. When the second Order Movement is planned, it is now constrained to that initial time.
