Symptoms

On OTM version 6.2.5

ACTUAL BEHAVIOR
---------------
When using a system with multiple servers in a cluster, called Scalability it is not possible to specify the APP_SERVER_GID and APP_MACHINE_GID when using NEW_XML_TRANSMISSION
(PKG_INTEGRATION_UTIL.INSERT_TRANSMISSION). This means that all the requests are going to the DEFAULT cluster.

However there is no DEFAULT server.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to direct the XML by specifying the APP_SERVER_GID and APP_MACHINE_GID.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In a Scalability environment send in an XML via the Direct XML API (pkg_integration_util.insert_transmission)
