LTL Retender Process Chooses Same Service Provider (Doc ID 1534625.1)

Goal

Re-Tendering an LTL shipment results in the Tender being offered to a Service Provider who originally had the Tender but it was Withdrawn, Declined or Timed-out.  
How can we get OTM to not consider the original Service Provider, if the Tender is Withdrawn and Re-Tender is done?
