Applications Login Using OAM Fails with 'The Login/Portal Server Installation may be incomplete' Caused by 'java.sql.SQLException: ORA-01465: invalid hex number'

Symptoms

After implementing Single Sign On for R12.1 the SSO login page is rendered fine, but passing the user credentials  redirect is done to error page showing:

There was an error processing your request. The Login/Portal Server Installation may be incomplete. Please contact your System Administrator.

 

 

 

The access_log reports:
