Cancel SO Lines Giving Error Message "Nothing can be cancelled on this line"

Symptoms
When trying to cancel set of lines using Order organizer, getting an error message that prevents the cancel of all lines selected.
"Nothing can be cancelled on this line"
The message does not point to any specific order number or line number and hence not able to proceed with month end reporting.
Issue is in production and impacts month end closure
Message occurs when you selecting based on order line status = Awaiting Shipping.
The total order lines attempted to be cancelled is between 500-700.
Cancelling of unfulfilled order lines is a requirement for closing month since all the reporting is impacted.
