Quickpay for an Unprocessed Payroll Period Error with: APP-PAY-07010: Cannot insert assignment process (Doc ID 1540031.1)

Symptoms

When attempting to process a quickpay for an unprocessed payroll period, the following error occurs.

APP-PAY-07010: Cannot insert assignment process

 
Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. From HRMS Manager
2. Navigate to the assignment form for the required employee - click others, choose Quick pay
3. Enter the new payroll period ideas - click save.
