Unable to Log Into OTM - "javax.servlet.UnavailableException: The OTM Application Server is not available" Error Generated (Doc ID 1540208.1)

Symptoms

When OTM is installed or restarted some clients have reported the following error is generated in the Tomcat console.log.0 logs.
