Symptoms
Accessorial costs are different in OTM than shown in FTI

That the Accessorial costs in OTM wo0uld be the same in FTI
-- Steps
The issue can be reproduced by the following actions:
1. Have shipments with accessorials moved over to FTI
2. Run a report where accessorials are captured
3. Compare the accesssorial costs in OTM and compare them with the costs in FTI
