Why is a new supplier and supplier site defined in iSupplier Portal not available for selection in iProcurement non-catalog request page?

Observations:
1. Profile FND:OA:Enable Defaults = Yes
2. Create a new Supplier
3. In the Address Book create Address screen, enter all required information. Notice the flag RFQ Only is UNCHECKED; leave it as unchecked.
4. On the Address book screen click on the Manage Sites icon for the new address
5. In the result screen see that the RFQ Only flag is CHECKED.
