EAM NOT ABLE TO SEE ACTUAL COST AND RESOURCE TRANSACTIONS IN ORACLE AFTER CREATING WORK ORDER

ACTUAL BEHAVIOR

Actual Cost always displays zero when trying to charge time to ALL work orders.
EXPECTED BEHAVIOR
-----------------------
Actual Cost should display appropriate values.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Responsibility: Maintenance Super User
2) Created a work request.
3) Created a work order (in released status) from work request.
4) Did a "Charge Time"/"Resource Transaction" against the same work order. The page shows confirmation that "Resource Transaction" was successful.
5) Viewed the Resource Transactions or Pending Resource Transactions, there were records.
6) Completed the WO and repeated step 4. No transactions observed.
