Routing Cost Not Shown When 'Show Network Routing Option' Is Clicked (Doc ID 1542686.1)

Symptoms

A Network is created with valid rates. When running the "Show Network Routing Options" action, the initial screen (i.e. Valid Itineraries) has "0" displayed for the "Routing Cost". If you select the itinerary option and then proceed by clicking on "Show Options", the next screen displays the "Total Actual Cost" fine. For some reason the first screen has a cost of "0".
