Network Routing Failing When using "No Equipment" (Doc ID 1543481.1)

Symptoms

A Network is configured where the Network Legs have an Equipment Assignment Type of "No Equipment". When this network is attempted to be used, it fails to plan the order. In reviewing the "Diagnostics", the following is seen:

Rating Equipment groups for NRLeg: XXX.68868
  of equipment groups to be rated for this nrLeg: 0

and then

Failure
No leg options on network routing leg
