Issue with TimeZone Calculations (Doc ID 1548154.1)

Symptoms


When a bulk plan is run in OTM it is creating a bulk plan ID from the previous day. IE, bulk plan ran on March 1st 2013, had bulkplan ID 20130228-000

EXPECTED BEHAVIOR
-----------------------
Expectation is to have a value of 20130301-0001.

Also various scenarios like create_date in i_transmission table are shown in UTC Time instead of AEST Time
