R12: Canceling a Purchase Order Created from a Requisition Not Reversing Encumbrance Entries and Funds Not Relieved (Doc ID 1550251.1)

Symptoms

Canceling Purchase Orders-PO created from a Requisition does not reverse encumbrance entries and funds are not relieved. Also not able to see the event in XLA.

Steps to reproduce:

1. Create a Requisition , encumbrance is disabled for Requisitions
2. Autocreate the Requisition into a PO , Reserve the PO  and Approve it
2. Cancel the PO
3. Encumbrance reversal does not happen
