Unable to insert Data Into Cst_item_costs From Interface, CSTPCIMP fails with no rows to process

Symptoms
On : 12.1.3 version, CST
ACTUAL BEHAVIOR
---------------I
Inserted the data in to cst_item_costs_interface,cst_item_cst_dtls_interface with process_flag=1. The rows from cst_item_cst_dtls_interface were processed successfully. But the rows in cst_item_costs_interface were not processed. I am inserting the attribute columns also in cst_item_costs_interface. But these records were not processed.
CSTPCIMP module: Cost Import Process
no rows to process in CST_ITEM_CST_DTLS_INTERFACE,quitting....
no rows to process in CST_RESOURCE_COSTS_INTERFACE,quitting.....
no rows to process in CST_DEPT_OVERHEADS_INTERFACE, quiting....
no rows to process in CST_RES_OVERHEADS_INTERFACE, quitting.........

To be able to insert the data into cst_item_costs from interface table cst_item_costs_interface
