Symptoms

• When attempting to create invoice, the following error occurs 
  
  ORA-01422: Exact fetch returns more than request number of rows

Steps to Reproduce:
------------
1) Using Payables Manager responsibility
2) Navigate to Invoices > Entry > Invoices
3) Enter the header and line information
4) Error is displayed when clicking on the lines

OR 

• Cannot select Payables Options for a new operating unit
  
  Query caused no records to be retrieved

Steps to Reproduce:
------------------
1. Set up a new operating unit, assigned it to the ledger and legal entity.
2. Go into Payables, and set up the Financial Options for this new operating unit.
3. Go to set up the Payables Options for the new OU
4. Pick it from a list of values and hit the find button.
5. Form shows the error: 'Query caused no records to be retrieved'.
