Symptoms
On OTM version 6.2.7.
ACTUAL BEHAVIOR

TACT details are not being shown on an AIR Shipment when expected.
EXPECTED BEHAVIOR

When planning an order via air, the expectation is that the standard cheaper rate is used but the cost information should display the TACT cost.
When shipment is build using the bulk plan option, the agreed rate and display rate are both adding on to the newly built shipment (shipment financial tab), however the shipment is build is using show routing option ->Show Option it just adds the agreed rate as shipment cost and doesn't add the display rate (shipment financial tab). It should also add the display rate along with agreed rate on shipment cost.
Display cost on shipment financial tab, should always display the TACT rate and in-case TACT rate is not available it should display as empty instead of displaying the agreed rate.
STEPS

The issue can be reproduced at will with the following steps:
1 - Set up a normal rate and a TACT Rate.
2 - Use Show Routing Options to create a Shipment and note the agreed rate is used and the Displayed rate is not used.
3 - Plan an Order onto a Shipment and the TACT Rate should be used, when planned with no TACT rate the agreed rate is displayed when it should be blank.
