Unable To Update Routing Resources Thru API (Doc ID 1555404.1)

Symptoms

Cannot update routing resource via interface.
Get error:
You cannot update or delete the operation resource 10 since it does not exist.

Routing resource exist and work fine to update in form.

In bom_operation_resources acd_type is 1.
Meaning the operation resource is created/updated via an ECO.

Steps:
1.Populate interface table as run Routing import
