IMessageText Information Missing from Notification of XML Failure

Symptoms
When sending in an order with a location that does not exists already, the xml fails to load which is expected but the notification email that is generated does not contain the error. Only the following is provided:
"<IMessageCode>FK_NOT_FOUND_ERROR</IMessageCode><IMessageText><!CDATA[]></IMessageText>"
In contrast the Transmission Report includes the following, which is expected in the notification email as well:
THE FOREIGN KEY ELEMENT LocationRef.LocationGid WITH VALUE GUESTLOCATION_ID COULD NOT BE FOUND IN TABLE LOCATION COLUMN location_gid
