Compliance Screening: GTM Does Not Change Trade Transaction Internal Status To Pass

Symptoms
When attempting to execute the Compliance Rules action on a transaction with non-matching Rules, the following issue occurs.
The status should be set to PASSED, but it does not and sets the status to NOT STARTED

That the status should be set to PASSED
-- Steps
The issue can be reproduced at will with the following steps.
1. Create GTM Transaction - TEST_EMBARGO with involved party qualifier of SHIP_TO and having a location of country FRA
2. Status before executing of Compliance Rules is TS_SANCTION_COUNTRIES_NOT STARTED
3. Select Actions>>Compliance >>Execute Compliance Rules>>Selected TEST_EMBARGO
4. After the execution of compliance rules, the status of TS_SANCTION_COUNTRIES remains TS_SANCTION_COUNTRIES_NOT STARTED
