Symptoms

When attempting to create a new Expense Report Template in Oracle Payables, and upon selecting the LOV icon for the Tax Code field, the error occurs: 'No Data Found'.  The system also shows error message below:


STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to [AP] ->setup -> invoice -> Expense Report Templates
2.Create a new expense report template, and found that in Tax Code field, click LOV and no data found

The issue has the following business impact:
Due to this issue, users cannot create a new expense report template.
