Cannot Delete Obsolete Alert Distribution Lists

Symptoms
You cannot delete obsolete distribution lists in Oracle Alert.
When trying to delete an error message says "You cannot delete a distribution list that is used by an action" but the form References (Distribution List > Tools > References) does not show anything.
The lists were attached to an action in the past but you are using other lists for the actions.
The lists appear in alr_actions with enabled_flag = 'N' and with end_date_active filled in.
