JRE Upgrade To 7_13, EBS Forms Time Out Error When Discoverer is Launched (Doc ID 1558884.1)

Symptoms

Error FRM-92102 is occuring when Oracle EBS is open and then Discoverer is opened and used. When trying to go back to Oracle, this error occurs."

Forms by itself works fine.  As soon as you launch Discoverer you encounter the FRM-92102 error.

FRM-92101 : There was a failure in the Forms Server during Startup
The could happen due to invalid configuration.
