UK Pension Classification - Pre Tax & NI Deduction (Doc ID 1559446.1)

Goal

I want to create pension scheme with classification as 'Pre Tax & NI Deduction' but the option is unavailable on the pension scheme element creation template (see screenshot attached).
Why is there a restriction on which classifications are available? and can I use the element creation template to create a pension scheme which reduces NI and Taxable pay(something like a salary sacrifice)
