Trying to Create a Custom XML Publisher Data Definition With ONTBSADFN.xsd and Getting Error (Doc ID 1560532.1)

Symptoms

On: 12.1 version, E-Business Suite Specific
Trying to create new XML Publisher Data Definition with ONTBSADFN.XSD file using UI and getting error:

Downloaded file from the seeded data definition "Sales Agreement XSD Definition File".

The file ONTBSADFN.xsd is invalid. The file should be in XSD format.

The issue can be reproduced at will with the following steps:
1. Download XML Schema from data definition.
2. Create a new data definition
3. Upload the XML Schema previously downloaded, got the error

The issue has the following business impact:
Customer is trying to run the contract through a concurrent request and need the data definition defined
