"No Information is being downloaded from Customs" Error Downloading Customs Information

Symptoms
When attempting to download the customs information, HTS_US and Scheduled B, the following is seen:
-- Issue
No Information is being downloaded from Customs
-- Expected Behavior
That the Scheduled B and HTS_CA will be downloaded from Customs
-- What is working
The HTS_US and HTS_MX are being download from Customs as expected.
-- Steps
The issue can be reproduced at will with the following steps.
1. Configure the Data Content and Data Source as described the GTM Manual
2. Navigate to Trade Master Data-->Process Management-->Download Data Content
3. Then navigate to Trade Master Data-->Process Management-->Process Downloaded Data to download the data
