Unable To View Available Bid Rounds When Creating A Bid As A Servprov User

When logged in as a Service Provider, the user is unable to locate Bid Rounds that are confirmed to be in the database table: P_BID_ROUND
For example, when navigating to Sourcing -> Bid Creation -> Bid and clicking "New", then clicking "f" icon next to the Bid Round, no results are returned.
