"Change Service Provider" Action Not Displaying Service Provider with Exceeded Capacity When Ignoring Constraint (Doc ID 1564059.1)

Symptoms

You have a Carrier Capacity configured that is exceeded.
When your run the action "Change Service Provider" and select to ignore "Rate Constraints", you expect that the carrier with exceeded capacity will be displayed.
You find that if you select the "Allow Infeasible Service Time" box, then the carrier is displayed.
However, you expect to not need to do this.
