Symptoms
An Order Base is created with one Line and released to create an Order Release with one line. This Order Base is updated to now have two lines and triggers the agent action ORDER BASE - MOD - RE RELEASE. This action is not removing the previous Lines, and simply adding two additional lines. This results in an Order Release with now three ship units (where it should be two).
