Symptoms
When attempting to create a new supplier and supplier site,
WARNING

One or more operating units do not have an income tax reporting site specified for this 1099 federally reportable supplier. Do you wish to continue?
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Supplier page.
2. Click on Create Supplier and create 'Standard Supplier'.
3. Click on Address Book => Button 'Create'.
4. Fill out mandatory Fields => button 'Continue' => Button 'Apply'.
5. Get Warning message:
One or more operating units do not have an income tax reporting site specified for this 1099 federally reportable supplier. Do you wish to continue?
6. See that field FEDERAL_REPORTABLE_FLAG is set to N in table AP_SUPPLIERS.
